Documents You Need for an Inter-State Bike Ownership Transfer

- NOC from RTO of the Home State:
You must get a NOC issued from the RTO of your home state (the state where the bike has been registered initially) declaring that it has no objections to the bike being transferred to the NOC of another state. This NOC document would also mention that there are no due bike taxes on your end. Only on the availability of this NOC under Form 28, Form 29, Form 30, would the RTO of the state of sale register the bike.
- Tax Clearance Certificate
As mentioned above, your bike tax needs to be paid in full before your RTO can issue the NOC. As proof of your tax payment, you will receive a Tax Clearance Certificate which can be used for getting the NOC. Make sure you are clear of all liabilities including fines and penalties and all your dues have been cleared without any objections.
- Registration Certificate
Registration Certificate, also known as RC, is issued whenever a new vehicle is registered. The bike that you are looking to sell also must have an RC, and it contains the engine and chassis number of the bike along with the details of the owner. The RC is a crucial transfer document that you need for interstate selling of your bike through CredR.
- Pollution Under Control (PUC) Certificate
Keeping vehicle pollution under control has been an essential factor in following road safety rules. Your Pollution Under Control Certificate, or PUCC, states that the pollution emission levels of your vehicle, in this case, bike, are within the regulated norms. Your pollution certificate also contains the registration number of your bike.
- PAN card
Permanent Account Number is a necessary document to carry out any transaction for taxation purposes. The seller is required to show the PAN in case of performing an online bike sale through CredR. In case the PAN card is missing, you could also opt for Form 60 for selling your bike to another state.
- DOB
The RTO of the state of purchase may or may not require the Date of Birth certificate of the seller. To avoid any confusion, it is better to keep a copy handy while collecting all documents for the online bike sale.
- Transfer of Ownership Form
While many forms apply to a sale of a bike, In case of sale of the bike to another state, Form 30 is used. Form 30 is to be filled and submitted to the RTO of the state of purchase. This form is used to mention the fact that the transaction is made from another state.
In addition, a valid proof of identity, a valid proof of address and two photographs will be required while completing the form.
Bike Ownership Transfer Process
Transferring ownership of a bike to a different state is a two- way process, i.e. both the buyer and the seller needs to be involved in the process as it requires submission of all necessary documents as mentioned above from the old to the new owner.
The process involves the following steps:
Step 1: Submission of the transfer application: The seller should submit a duly completed transfer application to the RTO. It is to be in the name of the new owner.
Step 2: Document Handover: All documents as mentioned, then need to be handed over by the seller to the buyer.
Step 3: Intimation to the RTO: The sale must be intimated to the RTO by the seller and the buyer as soon as the documents are transferred.
For an inter-state used bike transfer, this information should be provided within 45 days of such a transaction. Additionally, the concerned authority must also be informed of such transfer within 30 days of document transfer completion.
What if you ride a Bike without Bike Ownership Transfer?
A penalty of INR 2000 is levied on you if you’re found driving a bike without ownership transfer. As per the rules, it is mandatory to complete the process while driving to avoid such a penalty.
Also, non-completion of the used bike transfer’s ownership will attract a penalty of another INR 2000, if the Insurance policy has expired or has not been transferred to the rider. Transferring of insurance policy is also mandatory under the Motor Vehicles Act.
