When you sell your vehicle online or offline, the name of the owner of that vehicle changes on the registration certificate. As soon as you forgo your ownership of a particular vehicle to the buyer, the certificate will mark that change.
However, if you are selling your vehicle in the same state but different district yet under the same RTO then an NOC (no objection certificate) and other tedious paperwork is not required. You could take a deep breath.
What is NOC?
As you might know, the full form of NOC is No Objection Certificate. In order to get the same for your vehicle, you need to keep certain procedures in mind so that the transfer gets smoothly done.
However, if you and the buyer of your vehicle live in the same state then, in that case, NOC is not mandatory. Conversely, if the buyer’s RTO falls under a different jurisdiction then NOC is needed. Under these circumstances, Form 28 is the required NOC that needs to be prepared. You would need 3 copies of Form 28 if your RTO and the buyer’s RTO are different.
Should you have a NOC for inter-district bike transfer?
In many cases, people prefer to get a NOC made just to not get entangled in the red tape of legal procedures. Oftentimes, the agents or the officials are not fully aware about the rules or might miss the technicalities and then refuse to accept the transfer of ownership on the grounds of no NOC.
You could consult your local RTO officials or trusted agents about the same and then accordingly proceed.
Transferring Vehicle Ownership within the Same District of a State
Initially, the vehicle is under the seller’s name, however, to mark the transfer of ownership to the new buyer along with all its liabilities, a process of RC transfer is undertaken.
For an inter-district RC transfer, keep the following procedure in mind:
– The buyer and the seller need to submit Form 29 to mark the transfer of vehicle registration that is happening between them.
– Form 29 needs to be submitted to the respective registration authority where the buyer and seller are living.
– Most importantly, the buyer then needs to submit all the necessary documents required under Form 1 along with Form 30 within 14 days of the transfer of a vehicle.
– The buyer also needs to pay the fees, charges as Rule 81 proposed by the registration authority under Central Motor Vehicle Rules.

– Form 29 which is also known as the application form.

Under Form 1, you need to submit the below-mentioned documents:
– Insurance Policy
– PUC certificate
– Current registration certificate of the vehicle
– PAN Card of the new buyer
– Form 60
– Chassis and engine print of vehicle.
– Age and address proof of the owner of the vehicle.
– Registration Certificate of the vehicle.
– Document that confirms that the tax for the vehicle is paid.
– Passport size photograph of the owner.
– Document that confirms the undertaking provided by the buyer.
Coming back to the basics, rest assured, you do not need a NOC when you are selling your bike to someone in the same district and same RTO jurisdiction.
